Attorney Lopez has special expertise in solving complex business immigration and employment matters dealing with IT firms, roving consultants and investment immigration. The firm has represented individuals and companies in a variety of industries including Oil & Gas, Manufacturing, Financial Services, Healthcare, Education, Freight Forwarding, and Information Technology among many others.

Mr. Lopez has successfully processed hundreds of labor certification cases under current PERM regulations with the U.S. Department of Labor (DOL), and several thousands of applications and petitions with the United States Citizenship and Immigration Services (USCIS). Mr. Lopez' expertise also involves employer compliance review of I-9's, E-Verify procedures, Labor Condition Applications (LCA), and public access files (PFA).

The firm can represent individuals in Bond Hearings and Removal Proceedings before the Immigration Court. He is licensed to practice law by the Supreme Court of Texas and admitted to the United States Federal Court for the Southern District of Texas. This enables Mr. Lopez him to practice immigration and nationality law and represent individuals and companies throughout the United States and before all immigration courts in the nation. Mr. Lopez is also licensed to practice law in Venezuela since 1997.

Having personally undergone all stages of the immigration process, Mr. Lopez has the ability to understand your feelings and concerns about your immigration matters. He is fully bilingual in Spanish.

A Texas licensed Attorney with over 20 years of experience practicing U.S. Immigration and Nationality Law. Substantial experience handling all areas of Employment-Based (EB) immigration, Family-Based (FB) immigration and Non-Immigrant Visa matters. Proven track record of success with a high approval rate of labor certifications cases with the U.S. Department of Labor (hundreds of cases approved), and thousands of combined approvals of various types including both, non-immigrant and immigrant visa petitions with USCIS. ​ As a Venezuelan-American attorney licensed in both jurisdictions, Mr. Lopez has bold experience handling Venezuelan Asylum cases, both, affirmatively with USCIS and defensively before the U.S. Immigration Courts. He represents individuals from any nationality facing removal proceedings in the United States.

Attorney Lopez enjoys traveling, spending time with his wife Rosa and his two children, Christian & Sophia.

JULIAN RUSSELL, J.D.

Associate ​Attorney

Julian Russell is an associate attorney at the Law Offices of Hector J. Lopez, PLLC. He is passionate and highly motivated to get the best results for his clients.
Julian was born and raised in Houston, Texas. He attained his Bachelor in Arts in History from the University of Houston. As a student of history, he developed an appreciation for the important role that immigrants and the children of immigrants have played in building this country.
Julian Russell attended South Texas College of Law, where he attained his Juris Doctor. He participated in the mock trial program, and was a student attorney at the Randall L. Sorrel’s legal clinic.

PRISCILLA MENDOZA, J.D.

Supervising Attorney

Priscilla Mendoza is a Senior Associate Attorney at the Law Offices of Hector J. Lopez, PLLC. She is an attorney who cares about her clients and her community. Growing up in the border town of El Paso, Texas, as a Mexican-American, Priscilla knew early on that she wanted to help others and advocate on behalf of immigrants. She graduated cum laude with her Bachelor of Arts in Political Science and Criminal Justice from Our Lady of the Lake University. After, she graduated magna cum laude with her Doctor of Jurisprudence from Thurgood Marshall School of Law.
While in law school, Priscilla was a Student Attorney at the Immigration Law Clinic, where she prepared affirmative asylum applications.

She also volunteered at immigration community forums to help people prepare their naturalization applications. Priscilla completed various law clerkships with non-profit organizations that focused on civil rights litigation and immigration law. Additionally, Priscilla published her article with Thurgood Marshall Law Review about holding detention centers accountable for immigrant detainees’ due process rights.
